Tale of Flocksworth

While trying to observe the issue with spawning houses, I noticed another issue that arose from when I made panel loading better. Since the player has area, in rare cases, it wouldn't trigger panel reevaluation. I fixed that and then started looking into the house spawning issue. I almost got it back to where it was before, but there's still a rare lingering issue that I'm not sure of the cause of just yet.
